Builders clean cost is one of the harder numbers to pin down in a Melbourne construction budget, because no two handovers are the same. Two projects with identical floor areas can sit a long way apart on price once finishes, stage count, and the program are counted. This guide explains what moves the number on a builders clean in Melbourne, what the labour underneath it legally costs, and how to read a quote that looks cheaper than the rest.
What you are actually buying.
A builders clean runs in stages against your trade program, and each stage buys a different kind of labour.
A builders clean is not one visit. It is a staged process run against your trade program: a rough clean once the heavy trades are done, a sparkle clean once finishes and fixtures are in, and a final handover detail before practical completion. Each stage does different work at a different labour intensity, and the sparkle clean carries most of the hours because every surface needs individual attention. When you price a builders clean, you are buying labour hours in a particular sequence, on a particular schedule, against particular finishes. Everything below changes one of those three things.
What moves a builders clean quote.
Area sets a baseline. These six things move the number away from it.
- Floor area, but less than you would expect. Area sets a baseline and nothing more. A 400 square metre open-plan office with sealed concrete and minimal joinery takes far fewer hours than a 400 square metre fit-out with detailed cabinetry and a dozen wet areas.
- Finishes. Usually the biggest single driver after area. Polished concrete, natural stone, timber, vinyl, and tile all need different methods and products, and some are unforgiving. Extensive glazing, mirrored surfaces, and dark matte joinery show every mark and take longer to bring up properly.
- Stage count. A single end-of-job clean is cheaper than a three-stage program on paper and more expensive in practice, because a crew arriving after every trade has left is cleaning accumulated residue a rough clean would have removed cheaply. Skipping the rough clean moves cost rather than removing it.
- Glass and joinery volume. Glass is slow work when it carries construction residue, paint overspray, or cement haze from rendering. Joinery has to be detailed inside and out, including tracks, hinges, and the fine dust that settles inside closed drawers.
- Program compression. A clean with a week of float is scoped differently to the same clean with two days. Compression is met with crew size, and crew size is cost.
- After-hours and weekend windows. The variable most buyers underestimate, and the one with a published price attached. Under the Cleaning Services Award, MA000022, the Fair Work Ombudsman's pay guide published 24 June 2026 sets the Level 1 full-time Saturday rate at $40.62 an hour and the Sunday rate at $54.16 an hour, against an ordinary daytime rate of $27.08. A weekend handover clean therefore costs more in wages alone than the same work run midweek, before a single overhead. If your program pushes the final detail into a Sunday, that is a real cost, not a padded one.

The Fair Work Commission's Annual Wage Review 2026 decision, handed down on 2 June 2026, increased modern award minimum wages by 4.75 per cent from the first full pay period starting on or after 1 July 2026. For commercial cleaning that flows through the Cleaning Services Award. The Fair Work Ombudsman's pay guide for that award, published 24 June 2026, sets the Level 1 full-time ordinary rate at $27.08 an hour, the casual Level 1 rate at $33.85 an hour including casual loading, and the early or late shift rate at $31.14 an hour where a shift starts before 6am or finishes after 6pm.
On top of the wage sit the statutory on-costs. The Australian Taxation Office confirms the superannuation guarantee has been 12 per cent since 1 July 2025. Add workers compensation, payroll tax, leave, supervision, equipment, consumables, insurance, and margin. One caveat cuts the other way: the Portable Long Service Authority's contract cleaning scheme, which levies 1.80 per cent of ordinary wages on ongoing contract cleaning, excludes cleaning a building under construction.
Run the wage and superannuation alone. A Level 1 full-time ordinary rate of $27.08 an hour plus 12 per cent superannuation is roughly $30.33 an hour, before workers compensation, before equipment or supervision or profit. That is the daytime figure. On a Saturday the wage component alone starts at $40.62.
This matters to a buyer for a practical reason. A quote that prices delivered labour at or below that daytime floor cannot be reconciled to the lawful cost of that labour, which makes it a compliance risk indicator rather than a bargain. The safety dimension is live on a construction site too, because a builders clean crew works alongside your other trades under your site safety system, and WorkSafe Victoria's guidance on the duties of contractors is that a business engaging a contractor keeps its own duties so far as is reasonably practicable.
Market context: what Melbourne cleaning actually sells for.
Builders clean rarely gets its own published rate, so here is the nearest honest benchmark.
Published market data for builders clean specifically is thin, because most builders cleans are quoted per project rather than at an hourly or per-square-metre rate. What is published covers ongoing commercial cleaning, and it works as a sanity check on the labour rate underneath a project price, not as a builders clean benchmark.
The 2026 Melbourne commercial cleaning cost figures published by the aggregator site WhatsTheDamage put contract office cleaning at roughly $35 to $70 an hour including GST, with a per square metre per clean band of about $2.10 to $4.20, and specialised or medical work higher again at $45 to $85 an hour. Those are third-party aggregator figures for ongoing commercial cleaning across the Melbourne market, not our rates and not builders clean rates.
Read against the award floor above, the useful observation is how narrow the gap is. Once superannuation, workers compensation, payroll tax, leave, supervision, equipment, and insurance are layered onto a wage that starts at $27.08 an hour and rises to $40.62 on a Saturday, the loaded rate that results leaves little room for margin at the bottom of that published band. Builders clean sits at the demanding end of the trade, often out of hours and under program pressure, so a project price implying an hourly rate below that band is worth a question rather than a signature.
