End of Construction Cleaning: A Melbourne Fit-Out That Was Cleaned More Than Once

One handover, more than one clean.

An end of construction clean is the final removal of building residue from a finished site so it can be handed over. On this Melbourne hospitality fit-out it was not a single visit. An interim clean covered the bar, kitchens and floor areas before an inspection on 4 August, and the full handover scope completed on 10 August.

Case study

The clean that came twice.

The head contractor booked both cleans and was invoiced for both. The venue was the site, not the customer, and that one fact shaped the dates, the access and the scope of each visit.

What follows is the job read from the builder's side rather than the operator's. Our builders clean service page sets out the staged method behind the work, and the complete builders clean guide covers how the stages are timed against a trade program.

Who buys it

Who Books an End of Construction Clean

On this job the head contractor booked the clean and was invoiced for it. The venue never appeared on an invoice.

That is the ordinary arrangement on a commercial fit-out, and it decides more than who pays. The builder holds the program, so the builder sets the dates. The builder runs the site, so the builder runs the induction and releases an area once it is finished. The operator's own dates reach the cleaner through the builder rather than directly.

If you are a tenant or an operator rather than the builder, the question worth asking early is whether a final clean already sits inside the head contract or whether it is yours to buy.

The sequence

Why One Visit Was Not Enough

The work was invoiced in two parts because a date inside the program needed a finished-looking space before the space was finished.

The first invoice, dated 3 August, covers a clean contained to the bar, kitchens and floor areas ahead of an inspection on 4 August. The second, dated 10 August, covers the full end of construction scope, and that is the day the job completed.

A week apart, two different jobs. One bought a date. The other bought the handover.

Scope

What a Contained Clean Is

A contained clean is scoped to named areas and a named date rather than to the whole site. Here it was the bar, the kitchens and the floor areas, and nothing else.

The rest of the site was still in trade. Cleaning it before the trades finished would have bought nothing, because the next round of cutting, patching or painting undoes it. Writing the areas down is what makes a contained visit checkable afterwards, by the person paying for it as much as by the crew doing it.

Site conditions

The Site Is Still a Construction Workplace Until Handover

Until a site is handed over it is still a construction workplace, so a cleaning crew works inside the site's safety system rather than beside it.

Safe Work Australia describes construction work as particularly dangerous and places a duty on every person conducting a business or undertaking to keep workers and the workplace safe from it, with a safe work method statement required for high risk construction work. On a job like this one that reads as the builder's induction, the builder's access windows, and areas released by the site supervisor rather than walked into.

The residue

Construction Dust Is Not Ordinary Dust

Construction residue is lifted with vacuum and wet methods rather than swept dry, because some of it should not be put back into the air.

Where a build has involved cutting or grinding concrete, masonry, tiles or engineered stone, the fines left behind can carry respirable crystalline silica. WorkSafe Victoria sets out the controls for working with crystalline silica containing materials, among them on-tool dust extraction, dust suppression and air monitoring. Those controls belong to the trades doing the cutting. By the time a cleaner arrives the dust has settled into floor wastes, ledges and the inside of joinery, and the method that keeps it down is the same method that gets it out.

Cost

What It Costs, and What We Can Publish

An end of construction clean is quoted per project after a free site visit. We publish no rate of our own, on this job or any other.

There is one published Melbourne reference worth pointing at. WhatsTheDamage, in Commercial Cleaning Cost Melbourne 2026, puts contract office cleaning in Melbourne at $35 to $70 per hour and $2.10 to $4.20 per square metre per clean, both figures including GST. Read it as market context rather than as our price. It describes recurring office work, not construction work, and our own quotes are exclusive of GST, so the two are not on the same basis until you put them there.

Our guide to how a builders clean quote is put together works through what moves the number.

Takeaways

What a Head Contractor Should Put in the Scope

Name the dates, the areas and the boundaries in writing, and a staged clean prices cleanly and checks cleanly.

Five things this job is a good argument for.

  • Every date that matters, not only handover. An inspection, a client walkthrough and a licence appointment are all dates a clean can be built around, and they are rarely the same day.
  • The areas each visit covers. A contained visit is only contained if its boundary is written down.
  • Who removes bulk waste. Skips, offcuts and packaging are usually the builder's, and the clean assumes they are gone before it starts.
  • Who inducts the crew, and when they can be on site. Out of hours access is often the only way to stay off the critical path.
  • What happens when a trade goes back in. A cleaned area that a trade re-enters needs a second pass, and somebody has to be told.
FAQ

Frequently Asked Questions

What is an end of construction clean?
It is the clean that takes a finished build back to a usable state, lifting dust, debris, adhesive, protective film, silicone smear and cement haze before anyone moves in. Builders clean, post construction clean, handover clean and after builders clean all name the same category of work. Our definition and checklist sets out the order the work is done in.
Who books and pays for an end of construction clean?
Whoever the contract says. On a commercial project it is usually the builder, because the clean is part of getting a site to practical completion, and that is how the job described here ran. Where a tenant is fitting out their own space, the final clean is sometimes theirs to buy instead. Read the contract rather than assume.
Why would a site need more than one clean before handover?
Because a date inside the program often needs a presentable space before the build is finished. An inspection, a client walkthrough or a licence appointment can all fall before practical completion, so a contained clean meets that date and the full end of construction scope follows at handover.
Does an end of construction clean include rubbish removal?
Loose packaging and small debris in the work area normally do. Skips, offcuts and bulk waste normally do not, because those leave with the build rather than with the clean. Whichever way your job runs, it belongs in the written scope rather than in a conversation.
How much does an end of construction clean cost?
Per project, after a free site visit, because floor area on its own predicts very little about the hours. We publish no rate of our own. The builders clean cost guide covers what moves a quote and how to read one that looks low.
